You can only download what is available. If you look at the peer list in the "Detailed Info" pane, the highest percentage shown there is as far as you can get. I'm not sure why I couldn't download from peers without any seeds? I thought peers are the leechers which my guess would be I'll might be lucky and get a copy from the leecher, right?
